City of Everett to Increase Utility Connection Fees

The city of Everett has proposed changes to current utility rate methodology and fees with an effective date of January 1, 2019 through December 31, 2022. The proposed ordinance reflects the following changes:

  • Rate methodology transition from building use to meter size
  • Stormwater fees previously embedded in sewer fees are proposed to be directly related to impervious area
  • Modification of language from special connection charges to system development charges

Your association has advocated for a phased-in approach where the proposed initial fee increases for the first year are 0.74% and an annual increase of 2.9% for each of the following 3 years. The proposed fee for 3/4” meter is $9,078. The proposed stormwater fee is $622 per impervious surface unit, 2,500 square foot equivalent.
