Stanwood Planning Commission Discusses Potential Park Impact Fee Changes

At its July 22 planning commission meeting, the city of Stanwood discussed a potential update to its park impact fee program. City staff provided a presentation; the discussion was largely educational. The proposed increase is based upon the city’s aggressive 2019–2024 Park Capital Improvement Plan (CIP), which proposes over $8 million in projects and acquisitions. The CIP will raise fees to $2,853 for single family (currently $1,330), $2,732 for townhomes and duplexes (currently $1,042), and $2,457 for multifamily (currently $1,042) when factored into the current formula and council division policy.

Staff presented commissioners four options:

  1. Update the persons per household
  2. Amend the adjustment factor to 50%, up from 40%
  3. Codify the division factor, which is current council policy, or
  4. No change and keep fee the same.

No decision was made on any option/s to pursue. The planning commission will resume the discussion in September and city staff has said the goal is to update the fee by early 2020.
