Bellevue Reviewing Changes to Transportation Impact Fee Rate

The City of Bellevue recently completed an update to its Transportation Facilities Plan (TFP), which the Council adopted this past July. The recommendations from the TFP are informing the current draft recommendation to the City Council to increase the base “per trip” 2020 impact fee rate from $5,293 to $6,854. The TFP identified a maximum allowable per trip fee rate of $17,070, which the current proposal falls well below.

The rate increase under consideration is intended to result in a revenue-neutral fee adjustment across all projected land use development classifications and locations. The increase in the per-trip fee is intended to keep the impact fee revenue funding roadway capacity projects in the CIP relatively constant. New single-family residences, for example, generate one PM peak hour trip per unit and would see the fee increase from $5,293/trip to $6,854/trip, based on the current proposal.

This topic is scheduled for review by the City Council as part of the mid-biennium budget update Study Session on November 18, with a public hearing tentatively scheduled for November 25.
