Seattle City Council Approves Design Review Exemption for Affordable Housing

The Seattle City Council has approved an extension of the city’s covid-era emergency exemption of affordable housing projects from design review (CB 120464). MBAKS testified in support of the bill. Now that the City has officially ended the covid emergency proclamation, this measure will extend the exemption until a permanent bill can be enacted. The mayor's office has committed to support the permanent legislation and add the following:

  • Exempt housing projects that use the Mandatory Housing Affordability (MHA) program to produce their units on site for a 2-year pilot.

  • Allow all other housing projects to choose whether to participate in full design review or administrative design review as a 2-year pilot.

The permanent bill will need to go through a SEPA analysis and then be approved by council before it becomes law, most likely in the second half of 2023.
