Kirkland Moves Forward With Proposed Amendments to ADUs

As part of its larger housing strategy to increase housing supply, diversify housing stock, and provide more affordable housing, the city of Kirkland is moving forward with proposed amendments to Kirkland Zoning Code (KZC) 115: Attached Dwelling Units (ADUs).

Currently, ADU regulations in Kirkland mandate a maximum of one ADU per primary residence, owner occupancy, a minimum of one off-street parking spot, ADUs no larger than 800 square feet or 40% of the primary unit, an entrance that must appear secondary to the main unit, must not extend more than 15-feet above the primary unit or exceed the maximum height in the zone, and must not allow more than five unrelated people to inhabit the ADU at any one time.

Proposed amendments would decrease exclusionary regulations, including removing owner occupancy, off-street parking and floor area ratio (FAR) requirements; expand financing options; improve user experience; and streamline the permitting process, including exploring pre-approved designs, incentives to homebuilders, and an amnesty programs for ADUs within recently annexed neighborhoods.
