Snohomish County Adopts New Road Impact Fee

The Snohomish County Council has adopted a proposed update to its road system impact fees for the next biennium. The new fees will go into effect February 1, 2021. Your association successfully negotiated a two-year phase-in of the fee in transportation service areas (TSA) where there will be an increase: 50% in the first year and the remaining 50% set to go into effect February 1, 2022.

TSAs A and B (North Snohomish County) will see modest decreases to the fee, while the remaining South County areas will see substantial increases. MBAKS’ Developer Builder Issues Council deemed that while the increases are costly, the imminent danger of over 20 important arterials going to arrears outweighed the cost. Your association testified in favor of the ordinance.

Finally, we have discussed with county leadership our desire to leave the rates unchanged until at least the 2025 Comprehensive Plan Update. Review the new fee structure.
