Join us for the Housing Solutions Breakfast! We're bringing together industry leaders, local elected officials, and change-makers to address pressing solutions to our local housing crisis.
We will be discussing the importance of middle housing, the barriers to building diversified housing types, how to overcome these challenges, and successful solutions that have been implemented thus far.
This event offers a structured program aimed at fostering dialogue and driving meaningful action.

Morgan Shook
Partner / Senior Policy Advisor, ECOnorthwest
Morgan specializes in economic, financial, and policy analysis for real estate, land use, and transportation projects. He brings deep expertise in economic, market, and financial analytics to business, government, and nonprofit clients, helping them navigate the opportunities, consequences, and trade-offs in land and infrastructure decisions.
His recent work has focused on housing reforms to increase production, including zoning changes, streamlined permitting, and incentives for affordable housing. Before joining ECONorthwest, Morgan worked in biotechnology at the Institute for Systems Biology and in health disparities research at the University of Chicago. He also served on the Seattle Planning Commission, contributing to strategies for improving housing affordability.

Josh Brown
Executive Director, Puget Sound Regional Council
Josh Brown is the Executive Director of the Puget Sound Regional Council (PSRC), which supports the central Puget Sound region through planning for growth, transportation, and economic development. PSRC allocates over $250 million annually for transportation projects and provides regional data on various sectors. Amid public health and economic challenges, PSRC unites leaders to find solutions. Previously, Josh served two terms as Kitsap County Commissioner and was PSRC President. He holds a degree in city and regional planning from UC Berkeley and grew up in the Puget Sound region, where his father worked at the Puget Sound Naval Shipyard.
Cathy MacCaul
Advocacy Director, AARP Washington
Cathleen MacCaul is the Advocacy Director for AARP Washington State where she manages government relations and legislative affairs to support policies serving the 50+ population. AARP has nearly 870,000 members in the state and she has worked on a variety of policies focused on helping people 'Age in Place' by creating more long term care options, improving housing, developing workforce opportunities, protecting retirement savings and reducing property taxes for older adults.
She has worked for some of the leading nonprofit organizations including World Vision and YWCA addressing global and domestic public health, poverty and economic justice issues. She also worked for Microsoft to advance information access and digital inclusion to expand a technology skilled workforce.
She has a Master's in Policy Studies from the University of Washington – Bothell.
