Seattle Releases its Draft Comprehensive Plan to Expand Housing Choices Across the City

On March 5, Seattle Mayor Bruce Harrell released the long anticipated public review draft of the One Seattle Comprehensive Plan. This Draft Plan is estimated to create at least 100,000 new units of housing over the next 20 years and includes state mandated requirements for middle housing.

The Plan introduces a new growth strategy that expands opportunities for housing types citywide. Key elements of the Plan include:

  • Adds 24 neighborhood centers with increased housing capacity.
  • Allows development of four homes per lot in Neighborhood Residential zones nearly city wide.
  • Allows increased density up to six homes per lot when within .25 mile of a major transit stop or if at least two units are affordable.

While we’re still reviewing the details of the Plan, our initial take is we view it as a positive step forward in expanding much needed housing supply. We will engage with the Mayor’s Office, City Council, and planning staff as the Draft Plan moves through the public process to final adoption. The deadline for City Council adoption is Dec. 31, 2024.
